Abstract
Whatever form the post Kyoto approach to addressing climate change takes it is reasonable to assume that initiatives will not be only global efforts. The trend toward regional strategies to combat global warming is likely to continue. We think it useful therefore to consider the potential advantages of engaging in regional cooperative efforts in North America. We are doing that in our current work and in this column lay out some preliminary observations about the status of regional activities in North America.
